My choice of program is Jasc Paint Shop Pro 7. Yes I know I am old school.

In a lot of my images I like to use a certain bubbled text that is small, cute, and adds a certain flair to the image. It's fairly easy to recreate. So we are going to end up with our text looking like this :

First open up a decent size new document.
We will stick with 88 X 31. Fill it background with the color you want to outline your text in. I'm going to use black.
Now, Click on your text tool, and have these settings.

Next, don't deselect just yet. Instead go to Selections>>Modify>>Expand.
Number of Pixels : 1. ENTER
Then proceed to copy/paste it in the image of your choice.
